Rotimi has a Bachelor of Science degree in Economics from the University of Benin, Nigeria, and professional training from the New York Institute of Finance, Wall Street, New York.

Honourable Commissioner for Finance, Lagos State Government (July 2007 to May 2011):
Primarily responsible for managing the financial affairs as well as the financial risk of Lagos State. During his tenure, Lagos State successfully issued 2 tranches of its Debt Issuance Progrmme (the first multi-tranche bond issuance in Nigeria). Prior to his appointment as Lagos State Commissioner for Finance, he was the Managing Director of LAGBUS Asset Management Limited.

Managing Director of Lagbus Asset Management, (January 2005 to June 2007):
The establishment of a state-wide bus service for Lagos State Lagbus started with an initial fleet of 600 buses, maintenance workshop Terminals and Depots, training of new drivers, new ticketing system. This service provided the backbone for the first Bus Rapid Transit service in Africa – the BRT LITE.

Stanbic Bank Ngeria Limited, Head of Investment Banking , (January 2001 to December 2004):
Advised clients on mergers, acquisitions as well as debt and equity financing. He was a member of the financial advisory team of Standard Bank of South Africa on Lagos Infrastructure Project as well as the Fourth Mainland Bridge.
